Heater not working in my 07 Saturn Ion

After a snow storm happens and it gets really cold out, my heater decides to stop working (so I've noticed). When I turn the heater knob for the power, it's like there is no power being sent to the blow motor. I've checked all my fuses and they are all fine. In nice weather / early winter, the heater works fine, so I know the blow motor isn't bad. Anyone encounter this before and have an ideas (I can not simply check the blower motor, as it is concealed in a plastic casing that I need to cut open, as it doesn't just slide off - but will if required)?

sounds more like a resistor issue and that is located next to the blower motor. the plastic casing your talking about is removable just take the time to see how its attached.
