I have a 1996 caprice it wont accelerate and when i step on the gas it makes a poppin noise what could that be

Check your spark plugs, wires and distributor/rotor. Sounds like an ignition misfire issue. Also check the timing.

I agree with Tom on possible ignition problem. If the engine has high mileage it could also be a worn out camshaft.

kindly check on the lead wires for replacement, also consider changing your spark plugs, oil and oil filter, and avoid use of uncontaminated fuel in your car..
