What could be causing my 07 ford explorer radiator fan from engaging which is keeping my drive belt system from working at all?

I already changed my tensioner assembly &
idler pulley & still no change.

Take the belt off,check waterpump,all idler,s ,alternator,power steering and ac pulley,s,,one of the is locked up.
