I have running lights but no brake lights what could cause that?

Check the brake light switch, sould be part of the brake pedal....

joemom is right. If the switch is good the fuse is here #23 http://www.vadengmpp.com/owners-manual/chevrolet/1997-Chevrolet-Lumina.pdf Chapter 6 Page 57
