My 99 s70 volvo check engine light is flashing then solid, acceleration is bumpy, plus I noticed my two cigarette lighters are not functioning. Can this all be because of a fuse?

The cigarette lighters are probably fuse related and probably not related to the check engine light. Scan for codes and post back.
