my 97 jetta is stick and when i reverse my car i hear a click click cllick noise could it be the wheel bearings? what is going on ?

Before fixing it you have to known exactly the problem. A dry semi seized cv joint is my first guess, only a guess though.
c v joint pull wheel remove axel ,buy new axel with c v joints included,about 70$ each left or right side
There is a possibility of a cv joint,most likely is a chipped reverse idler gear,very common on those gearboxes,unfortunately if that is the problem it means removal and replacement of the gears,a specialized job as factory tools are required to set the height of the internal shift gate.
