my left tail light is not working...please help?

left tail light receiving 8 vdc all the sudden.  Right side is good with 12vdc.  How can I track down my voltage loss?  Ive changed bulb, checked fuse, swapped with right side.  8vdc is not enough to make it work and hand signals are getting old quickly.  Any thoughts?

Short finder at Amazon or use a volt meter and follow the wire set from end to end until you locate the section that is bad, check at and before the light sockets, check the volts coming from fuse block to it.
