Chevy S10 Revving issue

So I have a 91 Chevy S 10 2.8 L V6 five-speed  
so now everything works fine It drives the only
thing is that when I’m driving and it does it in
every gear now when I step on the gas more
the rpms go up but the car does not go much
faster but slowly picks up speed but the rpms
are way higher than they should be for have
fast I’m goin. O yea and I did chip it with 35
hp and 40pound of torque plus 9 mpg extra
atleast that’s wat it said.
