how do i replace drivers side seatbelt on 1997 toyota tacoma single cab pickup

the drivers side seatbelt is showing webbing and the belt itself does not completely release.

By "webbing" do you mean like a frayed look? or the part of the belt (near the floor) where the belt is doubled over and sewn together is showing? if the latter and the sewing is INTACT, you have "lost" a vinyl cover piece that covered the junction and your belt should be OK. As to "release" are you talking about the retracting mechanism on the shoulder belt? those will after a time hang up and not fully retract so usually a good cleaning will correct the problem.
