03 rav 4 hesitates some times at stop sign, sometimes when driving

03 rav4 sometimes hesitates at stop sign, sometimes while driving.  It also got to a point that it wouldn't shift into 4th.  also check engine light comes on.  I pulled battery cables, seems to fix problem for a little while but than does the same thing.

Pulling the battery cables will cancel the check engine light but it doesn't fix the problem so the light will come back on. Go to an auto parts store and have that code scanned for free and fix accordingly. Google that code for a more complete explanation.
