If the engine runs ok, gets up to proper rpm and it does not go over 30mph start by checking transmission fluid.

it donsent get up to proper rpm to shift

but when im not moving i can rev it as high as i want its got me scratching my head

Ok, different thing. Next thing I thing of is fuel filter and/or pump.
