Acting like out of gas upon deceleration

1998 Toyota Camry upon deceleration from freeway speeds acts like it is
running out of gas and ultimately stalls upon stopping.

ISC stuck, throttle body dirty, internal vacuum leak, sensor misread, engine management wiring especially grounds, ECM problems.
