i found something hanging i wanted to know if it
was pulled out and forgotten by the previous
mechanic.

Any warning lights on or flashing when the engine is running? Follow the wires back to where they go into a harness. Is there a rubber or plastic hose nearby that may plug into the end of what we see in the photo?
