Do the park lights, tail lights etc. come on? If so I would suspect the headlight bulbs. Is it possible they are both burned out? It seems unlikely, but it could happen. Try turning them on and then switching from high beam to low beam. If they activate on one or the other setting I'd think its the bulbs.

Park lights, tail lights come on. No high beam. It's not the bulbs or the switch as we bought one and put it in.

My Cobalt just developed the same issue. Did you ever get your problem resolved?
