what causes the radiator hoses to flatten

the upper and lower hoses are flat

Couple of things, bad hoses, low on coolant, radiator cap, engine eating coolant.

Try checking coolant level first. Then replace the radiator cap if still collapsing the hoses. Caps go for under $10. More difficult than that, then take it to a reputable shop.
