Tried to reset check engine light, disconnected battery for 20 minutes, reconnected battery, no power inside of car. No ignition, no interior lights, even car remote doesn't work. Is it some type of relay locking it out or a safety lock out feature?

I have a 06 grand prix gt 3.8 v6 It looks like a new ignition switch was put in and and a used lock cylinder installed in the switch. I have tried the sequence of turning the key on for 10 minutes and off for 10 seconds 3 times and it will not start . The message center still says antitheft will not start. What is wrong or what am I doing wrong? 5 answers
