Still sounds like a resistor to me. Was the replacement a new one, and was it the right one? Might need an electrical shop to help you out on this one.

Transistor in the blower control module is bad (shorted) I have a bag of them off ebay, Chinese but last longer. If u cant solder, a new one is $100. Make sure you keep the receipt and buy it locally because it will probably not last long. 1 month - a year usually

Also keep in mind, if the blower motor commutator is getting dirty it will draw higher current and take out the resistor also. Rule of thumb is clean the motor com if it is within your ability, and check bearings. if not I would highly recomend replacing it along with the resistor. Keep in mind if it still runs on high, take the resistor back because it IS Gauranteed defective & try another. I have put a couple in bad off the self. (People, have a bad motor, burn the new control module up and then take it back burnt up unknowingly because they still had the same problem come back.)
