If all the factory wiring is in place and all you have to do is plug stuff in and maybe add a relay or two into factory locations in the fuse boxes you might be able to do those upgrades. But if you have to start rewiring the car you’ll run into trouble and wish you’d left things alone. Modern automotive electrical systems are extremely complex with wires and circuits affecting one another in ways you can’t even think of. Messing with them is asking for trouble unless you know what you’re doing. And yes, a 1999 electrical system is a modern electrical system even though its almost 20 years old. Proceed with caution.
