Will a tire off of another vehicle fit on another vehicle

Wheel rims are designed to work for specific makes and models of cars, based on lug spacing and other factors, they can generally swap between similar models from the same manufacturer (ie late model GMs, Ford trucks, etc.), but can't swap across manufacturers. Tires are then made for specific size wheel rims, based on radius and width of wheel rim. An "R16" for instance (which means a 16" radius) cannot fit an R17.
