smoke after turning on wipers

  When I turn the windshield wipers on, black smoke comes out of the steering
column. I notice it comes out of the hole where the switch connects to the
inside of the column. can I just tape something up with electrical tape?

If it smokes when you turn wipers on, tape will not help. Check the wiper motor, it sounds like it's either bad or wires are shorting out.

Right, no tape will help. Sounds like the wiper switch or multi function stalk wiring is faulty. Maybe the wiper motor is drawing too many amps? Have a shop inspect it for you before replacing parts.
