Engine fan

Is the engine fan supposed to constantly run while ignition
on in 95 town car

Just when the radiator needs cooling. If it is electric it should be off most of the time unless it is hot. If it is the mechanical type it should free wheel until the clutch heats up and locks the fan on.

Thanks that sounds about right... cuz I bought another fan and clutch and it does the same thing
