Coolant fan

When idling car will get hot and fan will not
kick on. It's a new fan.

Sounds like you have a problem with the low speed circuit. This is very hard to explain how it gets low speed. You could have a bad low speed relay. A bad 30amp fuse to the low speed relay. A bad connection from PCM to relay. Bad connection anywhere for that matter. Also could be a bad 2 wire coolant sensor. This car shows two different sensor for temp. A one wire and a two wire. You are just going to have to go through them one at a time. Make sure the relay for low speed is coming on first is what I would do if it is then check to make sure power is going through it and then make sure power is going through to fan. It not fix wires. If low speed relay is not coming on. Check signal to relay. And so on.
