I had no insurance and had to turn my plates in to DMV. How to restore them

Contact your DMV or your local notary service. I don't know what state your in and there might be different rules per state.

I live in New York. I have a Ford Focus Car but it has no plates, since the plates had to be turned in for lack of insurance

If you didn't temporary surrender your plate, by filling out a form,etc. I think you'll have to re-register your vehicle to get a new plate.
