2004 ford excursion not connecting to OBD port

2004 ford excursion not connecting to OBD port
Lighter fuse is fine  new computer  theft light blinking code reader will not
connect
Need keys coded to new computer but ODB port should still connect.

Yes, you can connect the ODB port and have power to it, but to retrieve the codes. the ignition must be in the On or first position. Have a proper key made and programmed to the vehicle before you proceed.
