Why would my htr core lines be HOT but radiator hoses and radiator are just warm

My 94 ranger says it's overheating
in the dashboard gauge, but top
and bottom rad hose are just
warm I have heat and I have
replaced wtr pump, temp sensor,
put two thermostat in , replaced
radiator, and new clutch fan , I did
notice the htr core lines are hot
tho I have the 4cyl, 2.3 ltr ?

You may have a plug in your heater core. Flush the core.
