Are Astro Van Headlights on a circuit board?

My 2000 Astro Van Is doing weird things with the head lights. They are dim on the lows and the high beams are not on one side or the other this has switched once form drivers side to passenger side. New head lamps were installed

no circuit board,problem sounds like the switch is bad.

Multi function switch in steering column lever switch. or the dash board dial switch selector.
