What does salvage title mean?

Car has probably been declared a total loss by an insurance company, then another company bought and repaired the vehicle and a new title was issued.

It could also be from a police impound or seizure. You take a risk buying a salvage title vehicle, and it can impact your insurance costs. While police impounds may not have been in an accident, they often do sit for a very long time in less than desirable conditions. Only buy a salvage or rebuilt title if you have the means to work on vehicles yourself, and can recognize structural deficiencies, and NEVER buy one sight unseen.
