I would not buy either as LR and Jeep are pretty much expensive crap that breaks down and is expensive to repair. I would have to price both but if cheap to maintain is your priority look at Toyota or Ford.

It would certainly depend on what your intended use is. The Defender is more capable off road, has a higher tow rating and available 3rd row seats. If off road capability and towing are important then there's no question the Rover is the better vehicle. If you plan only to do mild off roading and don't need to tow nor have use of a third row the Jeep might be the right car. I've driven Rovers for the last decade and have a Defender on order now. It is true that any European car will cost more to maintain than a Japanese car, don't be confused, it's an extremely reliable and well built vehicle.
