my truck fail smog test because the CEL does not come on. wheres the bulb for CEL
located.

in the cluster.. cluster has to be removed to change bulbs but can still be scanned for engine faults doesn't effect that side.... not a hard job I have done it a few times...

On fords the bulb has to work to scan for codes.
