Hi gates ... there are two places to check first, fuses and flashers. In your fuse box there will be a fuse for turn signals and you can check the integrity of that fuse by pulling it and taking a look. The fuse box on the 1996, I believe, is in the drivers compartment on the right of the instrument under a cover (under the dash), but I'm not certain that that's where the turn signal fuse it. Consult your owners manual, or head to your local library and look up the Chilton's Manual for your Monte Carlo. You might also be able to find a copy of the appropriate Chilton's at your local book store or part store and you can probably find the fuse and flasher location pretty quickly if you don't want to spend the $$$. I think it's more likely the flasher. The parts are usually pretty readily available at your local Chevy dealer. Neither part is very expensive at all and once your find them it's not a big job at all to replace them. Even a novice can do it. If you find a Chilton's it will walk you through it and there is probably even a troubleshooting guide to help you narrow down the problem. Good luck!
