what is the best way to remove the gto fender badges on a 1969 gto ?

These emblems were screwed on. There's speed nuts on the back side of the emblem. HTH. -Jim

How do you get to the speed nuts without removing the fender ?

Try going in from underneath. If they're completely inaccessible then, unfortunately, the inner fender will have to come off. HTH. - Jim
