1994 Mazda 2WD B Series Pickup problem with the heat

how come when i go to turn the heat on high its like its on low. and then when i got to turn it down one it practially shuts off. its like the high is the low.. is there anything i can do?

fan switch problem .... might be shorting out ..

ive experienced that, check for leaks in your air con system, turbines that blow air or .......... only other option is that it generally works like that
