So the car isn't starting the serpentine belt is
rotating and that's the only part of the engine doing
anything but the car won't turn over at all

Clarification. Engine cranks over...like...the battery is good....but...the engine will not fire up? Run... Correct? We start the diagnosis by checking for Spark at the Spark Plugs...and...then checking fuel delivery via the Fuel Pump. Special equipment is usually required for testing. When the engine WAS running....did you notice any warning lights on or flashing?
