Turn on the headlights and rotate the headlight knob left and right se if they then come on or flicker, you could have a bad switch rheostat or all of the bulbs are burned out.

Are any of the other accessories not working? Might also be a fuse. HTH. -Jim

Everything else works

The instrument cluster, transmission indicator, and ash tray lights are the only things on that circuit (fuse). It's an AGA type (small glass) 4 amp fuse. For testing purposes only, wrap the fuse in aluminum foil and turn on the lights. If the fuse is bad they'll come on. HTH. -Jim

My 65 had ;the same problem. We checked fuses and then gave up and pulled the dash. Yep, 9 bulbs burned out and 3 had bad contacts. Cleaned everything and now they work fine.
