Loud Screaming Noise from Engine at idle comes and goes

Working on 1964 Tbird and it has made this very loud screaming noise off and on.  Has anyone had this happen?

Are your belts tight? Have you disconnected your A/C compressor? Is your water pump working? Is your radiator full? Does the screaming noise change with engine RPM?
