Car want start after the battery end post cables touched

Replaced the starter thinking I burned it up but the
car engine still want turn over

what about the battery , does it have a charge ? will it take a charge ? jump start ? you should have 12.5 volts from it just sitting , are the cells dry ?

If the battery is good, then check for any blown fusible links. Fusible links are designed to blow in cases of errant voltage spikes to protect the rest of the circuit. A voltage drop test will let you know if proper voltage is reaching the starter.
