ford explorer 2006 ac/heat fan runs constantly..switches seem to have no effect..I tried new fan relay...(upper right relay by the way) but that did not fix the problem. removing it did turn off the.

seem to have no effect..I tried new fan relay...(upper right
relay by the way) but that did not fix the problem.  removing
it did turn off the fans..but swapping it out Gave no fix to
the problem

The blower motor resistor usually is the problem. The switch panel should be tested also if the resistor does not work.
