Have you tried adjusting your dimmer switch?

Im having the same problem, fixed every mini fuse and relay connected to the running lamps. But behind my radio there was a black ground wire connected to the frame, but not anything else. No other random wires hanging anywhere, could this ground wire be the issue?

under the dash up on the steering colum is a dimmer switch... its 3 wire i think n take off the dimmer switch n just rum a jumper wire or just replace it...
