The heater motor won't turn on

The fan for the heater won't push the air. Fuses
(Both sets) checked , changed blower motor,  
resister and control panel.

Why did you change all those parts? Does the blower motor run or doesn’t it. If it’s running the problem is in the duct work. There are doors controlled by actuators that open and close to direct the air. If those doors aren’t opening the blower can’t move the air. Find the problem first, then spend money on parts. Not the other way around.
