how to troubleshoot electrical problems, most recent being headlights not working

I CHECKED FUSES  ...WHILE DOING SO I NOTICED NUMBER 35 MISSING. THATS REAR BLOWER MOTOR...CAN A UNRELATED MISSING FUSE CAUSE OTHER ELECTRICAL ISSUES TO GO HAYWIRE?  CUZ MY HEADLIGHTS (EXCEPT HOLDING ON HIGH BEAMS) STILL DONT WORK... CHECKED RELAYS... HEADLIGHTS ARE JUST NEWEST OF SEVERAL MALFUNCTIONS IE:Power windows don't work. stereo lights/volume, dash and dome and hazards are touchy... BUT I NEED MY HEADLIGHTS TO DRIVE AT NIGHT TO WORK B?Y? TOMORROW!!!!!

I've read a whole lot of these posts about strange electrical problems....mine turned out to be the LCM. One of the lucky ones I guess

However, the majority of the cars were completely covered under warranty.....they certainly don't tell everyone that though!
