Transmission does not shift properly

The part is a plastic about 1 inch cylinder
with groves that run up and Down with a curl
(not up and down. It helps control the
speedometer. With out it, no speed is
registered and when it catches a grove speed
is registered but the transmission does not
shift into gear smoothly. 1999 dodge caravan
4 cylinder 2.4L automatic transmission.
What’s the part name, it’s not electrical at all.
I have had it replaced several times but the
groves get eaten away (happened after a
transmission overahaul) I was told the gear
might be rough or wrong one, that still works
but eats at that part. I want to say it has 16 to
18 groves??
