Double check and make sure your brake lights are working. I'm not sure of your problem, however most cars have a shifter selniod hooked up to or near the brake light switch. This allows the shifter to move only when the brakes are depressed. My Saab has a bypass hole, that I can push a screwdriver in it to shift, but I do not see such a thing on my Seville.
