Steering wheels are designed to lock when th ed car is placed in park as an anti-theft device. Sometimes when the car is locked on a hill or the wheel is turned hard left or right when locked, the wheel is placed under a stress and "jambs" th ed ignition key. To get it to unlock, manually turn the steering wheel to either the right or left slightly to relieve the binding then turn the key.
