wheels are locked up this guy said he replaced wheel calibers

Could be: wheel cylinder, wheel/hub bearing, caliper, caliper glide pins, flex/rubber brake line. Don't trust whatever "some guy" says, take it to a mechanic and get a real diagnosis.
