Why would my 1986 Buick Centry have an open pipe in the engine attached to the exhaust, blowing out hot air?

Should this pipe have an extension or is it already the way it should be??

Look on under side of the breather there should be an opening the same size as that pipe. If so a flexible hose is suppose to connect the two together. Hope this helps.
