What gear ratio would my 99 firebird have ?  Also
how can I tell if it has traction control or not .

no traction control at that time... abs does all the work if u step the brake..

Typically, if you have ABS you also have some form of traction control since the systems use the same principals. Traction control watches for wheel skidding when the brakes (ABS) are not applied.
