key fob of toyota camry 2012 hybrid not working

If the key fob is inside the car then the car can not be locked as a safety
feature. But lately, my car locks when the key fob is inside and I was locked
out recently.  The same issue with both key fobs and both have new batteries.
Except for this issue, all other functions of key fobs work as expected. Dealer
is asking $137 just to diagnose the issue (repair will be extra)

Too much technology , No one wants to steal your crappy car , I'd say the dealer is the only game in town
