pulled off the cap and rotor does not turn

If the rotor does not turn when the engine is cranked, you have an internal failure. The distributor shaft may have broken, the timing chain may have broken or some other internal engine failure.

Like Tracy said and just to reiterate, the rotor doesn't turn with the engine off.
