Issue with "dragging" tire

It seems that my rear tire "drags".  I've had the
brakes looked at to make sure those weren't
locking up.  Any suggestions?

ALL, tires the same? AWD Right, Ford calls for no more then 1/2" CIRCUMFERENCE not diameter.
