Back-Up lights?

I have a 99 taurus and failed the inspection due to No back-up lights...bought new bulbs and still No lights, checked the fuse and even swapped it out with another fuse and still No lights...what can I check next?

I now beleive it's the switch on the transmission when you shift it into gear and if this is the case...if I bought the new part, is it easy the change and install?
